"Populism must be seen as the symptom of a disease that plagues Latin American democracies, rather than the disease itself."The next president of the United States will inherit a complex set of challenges in foreign affairs. From the war in Iraq to restoring trust in the American government in many parts of the world, the new administration will have a full foreign policy agenda. Among the issues that almost certainly will not rank high on this agenda—or figure in the immediate priorities ofthe new administration—are us relations with the rest of the hemisphere.
